Land Use & Historic Design Review

For twenty-plus years we have navigated the historic preservation land use process in Portland, Multnomah County, and other jurisdictions across Oregon and SW Washington.  In Portland, the combination of experience serving on the Portland Landmarks Commission as well as taking numerous development projects through this process means we have a strong grasp of historic regulations in Portland’s Zoning Code and an excellent working relationship with the City.  Whether it’s a simple storefront alteration or an infill building in a historic district, we are comfortable managing both straightforward and complex projects through the process.  For projects that face a high degree of jurisdictional hurdles or public push-back, we often take a supporting role to a land use attorney, providing expert testimony, interpretation of historic standards, and economic analysis.

The Ladd Carriage House was a historic preservation tax credit project in downtown Portland Oregon where Jessica Engeman was the consultant.

The Ladd Carriage House project was not only a full restoration of the building’s 1883 exterior, but also involved temporarily moving the structure offsite while an underground parking structure was constructed. Meticulous documentation and a clear rationale for the exterior changes allowed this project to sail through the land use process.
