Federal Historic Tax Credits & Special Assessment

Continuum is a leader in securing federal historic tax credit approvals from the National Park Service.  Having direct experience in real estate development and specifically with tax credit financing, we approach our work with an owner’s perspective.  We understand the dynamic tension between a project scope that is economically-sound and historic preservation guidelines and standards that emphasize retention of original character.  Effectively balancing what the owner’s needs are and what the regulators want requires careful planning, design, and strategic communication.  We frequently work with clients early in the process to evaluate the viability of a Historic Preservation Certification Application and to provide pre-design recommendations that outline the most predicable and expeditious path to approval.  We collaborate closely with design and construction teams to find creative, approvable solutions for modern, income-generating uses.  There’s nothing worse than having your project hung up with the feds when it’s time to break ground.  Our success rate is 100% when clients have followed our guidance.

Similarly, we prepare applications to The Special Assessment of Historic Property Program—Oregon’s property tax incentive for historic properties. This program “freezes” the pre-rehabilitation assessed value for 10 years when an owner makes improvements to their building that meet historic preservation standards.
